Level 2

• The extent to which you wish to address this problem should be defined. This usually involves defining limits of the problem. Specifically what part(s) of the problem do you wish to focus on.
• You may wish to determine the framework that the problem fits in with another overall problem.

Level 4

• This could include surveys, measurements, drawings, video, observation,Internet search, phone calls, books, periodicals, etc...
