Design a binary counter from 0 to 255 then repeat in which the output will go to 8 LED's attached to port B. The Value of the series resistors must be re-visited because of total port current restrictions. See Spec Sheet for the pic.
Use any standard size over this value; 330W , 390W , 470W , 560W , 680W , 820W , 1kW. I suggest 1kW if it is bright enough.
